Row Filter not filtering on slice

My slice (that is being used as a Ref column) is not filtering out what I am asking it to…see image:
The 999 facility and 111 facility still show up in my drop down list. Thanks in advance.

You can’t point a Ref column at a slice, only a table.
You CAN use a valid_if expression in the Ref column to limit the choices. Is that what you are doing?
