In the light of Privacy Shield changes, can AppSheet users still use AppSheet and meet GDPR requirements if they handle EU/EEA personal data?

Yes, they can still use AppSheet. The Schrems II decision did not invalidate Model Contract Clauses, which are offered as a transfer mechanism by Google under the Data Processing and Security Terms for AppSheet Services.
