Show if in column not working with change timestamp

Dear all,

Can anybody think of a reason why show if in column is not working? Here is a screenshot:

I have checked on the google sheet and yes the column [Change Timestamp For ACEWATER] is blank.This means the column [Cause Of Fault] should not show in detail view but it still shows.
