Subscription plan incorrect user calculation

my app is in deployed state.
under my account, it shows usage: 10 monthly user ( attached screenshot )
but when i check the app usage stats, it shows 5 users ( attached screenshot )
why there is a difference ?
please help urgently
Also, i would like to know, if i take take a subscription. Does it give 10 free user ? or all user will be billed ? in free tier, we are allowed 10 users, so for subscription, we need to take extra license after 10?
