There's something I don't understand about AppSheet

If I build an app and use the “premium” plan, I have to pay $5 for every “active user” of the app. Does it mean that other people who are not working on the app need to pay $5 to be able to use it?

Anybody that is developing the app or using the app counts as an “active user”.
