Timestamp is not correct time

I show in my spreadsheet the timezone is pst. The date is working fine but the timestamp not right.
I first noticed when I went to restore a version the time was off by 12 hours or so.
Now I have a now() formula, the date is correct but the time is way off.

Local is set to United States. The sheet is set to the right time zone.

I wonder what might be causing the problem. Iโ€™m in Japan and my times are being recorded appropriately today as before.
