Trigger workflow by change in value for usersettings

I wish to run the workflow triggered when the user change usersetttings values.

The USERSETTINGS() lack a lot of other functionality that regular tables have, like setting the values with an action, or running an action when the form saves.

Yes, I agree with you, there are rooms for usersettings to get better with more of functionality. Another feature I need is to pass the value to usersettings through the action.
