Unable to force reload the app with latest changes

We have tried CTRL-SHIFT-R and also CTRL-F5 and also the refresh button on the app. however the app is not pull the latest format rule or changes data (VC display calculation)

anyone has any tips to force reload the app.

That happened once to me, please detele your browser cache.
That should get back to normal.

Also try explicitly syncing the app using the sync button in the upper right corner of the app screen.
