The limit of 10 is meant to handle your test users when the app is in prototype mode. When you have more users, you need to deploy the app and buy as many licenses as you have users. Your users donโt need to pay anything with their accounts because you control the license amount as an app owner. If that app doesnโt need authentication and it doesnโt have ANY confidental data, one workaround is a Publisher Pro plan.
