What happens when workflow notification is set to SMS and user is outside of US/Canada?

what happens when a workflow notification is set to SMS and the event is triggered from the app from a user OUTSIDE of U.S. and Canada. AppSheet says it won’t work outside of these two countries, but does it trigger an error or just doesn’t run or ?

I will have users in many countries. I want to get notifications by SMS where possible and by email when SMS is not possible. I have an email notification set up which will always run based on the value of a certain field. I have the same set up for SMS.


I believe it doesn’t send it and without any error message.
