White labels for various applications

Hello, I have created 2 applications for a company.
App # 1 will have between 12-15 users
App # 2 will have only 2 users.
Both will use the $ 10 / mo Core plan
My question is:
To apply to the white labels is it necessary that each application has a minimum of 10 users?
Or the sum of all users (of the 2 applications) can make the application with only 3 users also have white labels?

White label apps have a flat rate fee per month of $50.  There is no minimum useage and AFAIK you are charged even if no one uses it.
