Will webhook still works if we create rows at google sheet 1st?

Hi, I wish to find out, I have set up a webhook and it gets triggered when the user adds a new record to their Mobile app and sync to the Google spreadsheet,

Now, if I do it the other way round,

I will create a NEW row at google sheet first, so my question is that will the webhook still be triggered by this scenario?
