The issue yesterday was caused by database congestion and impacted the
platform pretty broadly. However, the time for the incident was ~22:20
to ~23:05 PST and there should be no impact outside of that time window.

Update: (23:09 PDT). Based on load balancer metrics and spot testing the
system is back to normal as of 23:02 PDT. We will expand our RCA from
the Dec 11 incident to cover this related issue.
