I have an app that has either no row or one row per user. When a row exists, the actions appear fine on a detail view. But when the row does not exist I cannot get an Add action to appear.
Note that this is a custom action, not system generated.

A row must exist in order to display a detail view, as a detail view is used to present a row. If there is no row, you either need to display a different type of view (e.g., a table view) from where you can display your action, or have a special row that is used only when the per-user row is not present.
