Bug report in Workflow 2nd action field DATA CHANGE ACTION NAME

i could not find this reported before, please forgive if this duplicates.
every time Action 2 in a workflow is Change Data it accepts the freehand Name and DATA CHANGE ACTION NAME drop down, but when i save it always fails “unabe to fetch app definition” because it blanks the selected DATA CHANGE ACTION NAME. i select it once again, save it, and it remembers then.
