Implementing admin system to create daily task for employee

Hello everyone, I’m currently in the midst of creating a system whereby an admin will assign a task to be completed for the day to specific employee. For example, an admin assigns a specific form (something like checklist) for the employee and then the employee will complete the checklist whereby the submitted form will be submitted to the masterlist which the admin has access to. How to work on implementing this system?
