Is this a bug? Tabs fail to update when switching from one Dashboard View to another.

I have an issue where Dashboard Tabs fail to update when switching from one Dashboard View to another in phone orientation.  When the new Dashboard View is opened it is still displaying the tabs from the Dashboard View it came from. when I click a tab (other than the first tab) it updates to the correct tabs. 

Is this a bug  or is there a setting somewhere I need to change. thanks!
