Multiple Ref Rows in one table?

Sure, that was a dumb question. 

Let me explain it a bit:

I have two tables, the first is a list of cemeteries that I visit.In the second, entries with deficiencies attributed to the cemeteries.

So far I'm doing it by downloading both spreadsheets and in load it in Access to connect these fields... i use two fields fhn and the email
