Can we use notifications on Publisher Pro type App? When I donโ€™t specify an email it wonโ€™t send.

It wonโ€™t work if the user is not knownโ€ฆ and you canโ€™t identify the user with the USEREMAIL().

OIC, I assumed that without an email it might message all users. But apparently not
