Prevent Users from Adding record

Hi everyone, i am new on AppSheet, i am curious if this is possible to create AppSheet table act as System Status, column with “which_table” , “which_action” & “Status” , the main data has store in google sheets, when user1 during “ADD” record, it track & update the status in System status table which is set the status from “ready” to “loading” when match condition then prevent other users to perform “ADD” . Or it has already with this kind of function that i didn’t know, please share your idea or anything, Thankyou.
