SMS Workflow not working with Publisher-Pro subscription

It appears that you cannot send SMS workflows when using a Publisher-Pro subscription. Have I got something wrong, or is this a bug?

Itโ€™s not a bug. SMS workflow feature is deprecated in Public apps.
