Security Filter Row Reading Question (SQL)

Hi everyone. 

I was looking over the performance analyzer for my app, which uses BigQuery as a data source, and was wondering if I'm reading the analysis correctly. 

I have two large tables (parent and child) in BigQuery, and I'm using the same security filter for both, which is essentially a user-selectable city (from a column called "Tags".) When I look at the description in the analysis, it looks like Appsheet is reading the entire allowable 100,000 rows for each of those tables, rather than the amount based on the city the user selects in the user settings (which would vary from a few hundred to at the most 10,000 rows.)

What am I not understanding correctly?

Anyone have an idea?

It shows "Tags InList null". Are you sure the user in question has chosen some tags in their usersettings?
