User settings not allowed with the FREE plan

I know user Sing-in is not allowed with FREE plan but user settings too¿?. Is there an option to make an user control access without using the user settings table? Can i just replicate the settings table but manually? it would work?

Both are doable with Free Plan. You cannot deploy it and apps are considered in test mode.
