What's the difference between "Set row values" and "Return values"

I've just been working on an automation step and I'm wanting to set a value in the table that is triggering the bot. I was going to use "Run a data action" and "Set row values", but I came across "Return values" which seems to do the same thing.

Is this the case or is return values related to a previous script call?

The "Return values" step type is for when using a "call a process" step type in another Bot/Process. What do you mean that it seems to do the same thing?
