Whitelabel without deploying to an appstore

I want to whitelabel an app but plan to deploy to users without the use of an app store.

Is that an option?

Yes; with Android it is simple enough to pass around a .apk file.

You should look into the various distribution options for iOS. Outside of appstore distribution options are somewhat limited and restrictive.
