Will workflows be triggered in offline mode/ when a mobile device does not have connectivity?

No because your device is not able to send the update. Though they will be triggered when you are able to sync the app again.
Thanks for reply, so I rebuilt part of the app not use workflow. My next question is when the device becomes connected again. Can it auto sync? Currently the app sit there with records to sync but nothing happens until I manually sync it.

I don’t believe so, but literally any activity that introduces a table change will prompt a sync.
