Rearrange USERSETTINGS() Like any other view

I would really like to have the Settings at the top of my Menu.
Can we please have the ability to “rearrange” this view within the menu view items?

Also, the only way to hide the usersettings menu is to not have any usersettings at all… We should be able to conditionally display it.

Indeed! It will be nice to have freedom to work on User Settings view, at least, the same way it is set for tales and slices.
