Can not select sendgrid email api

In my orgs, i have few projects and seraperate for IAM acc. And they want to use SendGrid Email API for their project seraperately. 
But only me, can select plan to buy and they can not. Any one can share some information about this issue ?

How is this relevant to Google Workspace? where is this interface in Google Workspace?

Hi bro.
This issue is a GCP Market Place's Issue. You need to create a GCP project, create a sub user then try to buy this service from sub user.
