About manually created image URLs

I am aware that if a user who has not shared the app accesses this URL, the image will still be displayed.
Is this understanding correct?
If correct, is there any way to limit the display of this image URL to accounts that have shared the app?

I had asked the above question, but today I confirmed that when "Secure Image access" is turned on, the image is not displayed when an account that has not shared the app accesses the URL.
I think the image used to be displayed even with the above settings, but I may have been mistaken.
