Having Trouble Opening URL Within App

I am trying to open url within the app, when I click the url the link open in a new browser tab. I found a few forums posts with the opposite situation

here is what my new action looks like

Just make the target:

"https://www.google.com"

Don’t use HYPERLINK().

am not sure if my setup is incorrect but when i preview the new action open the link in a new tab
