How to create geo-fences around a KML boundary

I have a map application where, I have a KML layer, which is divided into many individual polygon or boxes. What I want to know, how can I create a geo-fence or an event-aware boundary, in which when a user places a marker inside one of the polygons or boxes, the underlying information from the KML, is fetched and is placed inside the form. Is it possible, I don’t need all of the information from the KML layer, but some sort of polygon or box I.D, would be good enough for me.

What is Geo-fence?
→ Geo-fence is a geographic boundary on a particular area, in which an event can be triggered, when an entity enters it or exits it. This boundary can be in any shape or form.

I don’t believe this is possible. Expressions have no visibility of the KML file data, and there is no inherent support for what you want that I’m aware of.
