Should I be able to format Action buttons that are โ€œDisplay as overlayโ€ ? Mine seem to be staying Blue.

This issue seems not to have been resolved. Note how the color change called for in a format rule works on the flag in โ€œDisplay prominentlyโ€ but not in โ€œDisplay overlayโ€:
